housing management services

Housing Management Services has many required tasks but assisting our tenants as best we can for a successful tenancy is our main goal. Ensuring all tenants; Low Rent, NAHASDA, Low Income Housing Tax Credit (LIHTC), and Homebuyers, maintain compliance with policies, regulations, and written agreements. Communication is key to ensure that all requirements and guidelines are satisfied within the Low-Income Housing Tax Credit (LIHTC) units for the Investors, IRS, and WHEDA, or NAHASDA/HUD.

tenant selection

When a unit becomes available, tenant selection is made by contacting the next person on the waiting list to verify they are interested in the unit depending on their current circumstances. If there is interest, verification must be made of their continued eligibility for housing by contacting their utility suppliers, employers, landlord for current information, other third parties, etc.

orientation

After selection and applicant acceptance of a rental unit the adult family members will participate in a mandatory orientation with the Housing Authority staff prior to move-in which will consist of the following (not necessarily in this order):

  • Collection of the required security and key deposits.
  • Sign all forms required by the Housing Authority.
  • Review the information utilized to calculate rent and monthly amounts.
  • Review the terms, conditions, and applicable policies as described in the residential lease and lease addendums then sign all documents.
  • Set up tenant utility accounts if applicable.
inspections

A move-in inspection will be conducted for the purpose of the Tenant identifying any potential unit deficiencies. This is also for the Inspector to point out and explain any tenant responsibilities such as checking and/or changing the furnace filter depending on the unit.

The Housing Authority is required to perform inspections of its rental units to ensure that it is maintained in a decent, safe, and sanitary condition pursuant to §§ 7.1103, 7.1104, and 7.1105 of the LCOHA Code. The frequency of the inspections is dependent on the unit and the associated program requirements. Housing Authority staff will inform tenants of the inspection frequency requirement during orientation and when the interval should change during their tenancy. Tenants are encouraged to participate in the inspection process and inform staff of any issues that may have not been addressed by the inspector.

 

recertifications

The Housing Authority shall conduct a recertification once every two years on or before the anniversary of the move-in date for all Low-Rent and NAHASDA unit tenants. All LIHTC tenants are required to complete the recertification paperwork annually before the anniversary of their move-in date. The Housing Authority may also require a recertification at any other time that the Housing Authority believes conditions have materially changed from the last certification or as requested by the Tenant due to a change in household income or family composition. Recertification may include a re-examination of the criminal records of all adult members of the household. 

All increases in rent or other payments shall take effect on the 1st day of the second month following the date of the recertification. Decreases in rent will take effect immediately on the 1st day of the next month.
